Initial situation
In 2021, the administration of the city of Zug was faced with the challenge of optimizing a range of government services and communication channels. From the outset, the collaboration with Procivis aimed to make administrative processes more efficient while meeting the needs of citizens. Various problems have been addressed over the years.
- In the school sector, for example, communication between parents, teachers and caregivers was inefficient, leading to delays and loss of information
- In the leisure sector, the city of Zug wanted to expand the recreational facilities on the lake and simplify the use of public spaces
- The Zug library wanted to offer its users more flexibility and longer opening hours without hiring additional staff
As a solution to these problems, an increasing digitalization of processes and the associated digital identity for the residents of Zug were considered. In addition to dealing with issues within the city, the city of Zug also wanted to test cross-city and cross-cantonal use cases.
- The interoperability of the identity systems was to be tested with the canton of Schaffhausen using electronic building applications and co-working bookings
Use of our solution
Procivis developed the so-called eZug app for the city of Zug. This smartphone-based app can be downloaded by citizens and used for a variety of government services after a one-time identification process.
- For example, a central school portal is integrated, which enables the quick and secure exchange of important information, for example on events and absences
- Citizens can borrow leisure items free of charge via the eZug app - the sports equipment and games are stored in a box by the lake, which users can open via the app
- An electronic access system was implemented for the library, which is controlled via the eZug app. Users can enter the library with a digital library card or a QR code in the app and borrow or reserve books without the need for staff to be present
- A proof of concept was carried out with the canton of Schaffhausen to test the interoperability of the digital identity systems; this PoC included integration into platforms for electronic building applications and reservation systems for coworking spaces
Results and outlook
Today, the public administration of the city of Zug is perceived by the population as innovative and inclusive. Citizen satisfaction with the services provided by the authorities has increased, while the administrative workload has been reduced and personnel costs cut.
- Over 97% of parents and guardians have registered since the introduction of the school portal - communication between those involved has improved considerably, leading to greater satisfaction and less administrative work
- The project for the free rental of leisure items is very popular and stimulates the local community
- User satisfaction and accessibility of the library have improved significantly - working people and students make intensive use of the extended opening hours
- The use of digital identities across city and cantonal borders has also been piloted - users were able to use their identities seamlessly across different applications, which significantly reduced the administrative effort and need for coordination
